About Users

Three kinds of users that access North Dakota MMIS Web Portal are:

Public Users

The general public users cannot log on to the secured areas of North Dakota MMIS Web Portal.

Member Users

Members that are eligible for North Dakota funded programs are issued a member ID (MID) by the State. At the same time, ND MMIS generates a random, one time numeric PIN. The member is mailed the one-time PIN, along with instructions on how to register for the Web. The PIN is not mailed with the member ID nor is the PIN number listed on the Member ID card or magnetic strip on the back of the card.

Members must use an MID and PIN to log on to North Dakota MMIS Web Portal. During the first logon session, a member selects a new PIN.

Once members have logged in to North Dakota MMIS Web Portal, they can view their personal healthcare information, such as visits to Medicaid providers and claims submitted on their behalf.

Organization-based Users

Providers and Trading Partner Users

Providers and Trading Partners enroll in ND Medicaid using the public area on North Dakota MMIS Web Portal. The providers and trading partners can enter their enrollment package, recall their enrollment information, or check their enrollment status.

Once the provider has been approved, the provider organization is created with Organization Administrator account with a user ID and password. The new Organization Administrator uses the one-time password, changes the password, and then manages the provider organization's users.

State and Medical Services Users

Employees who work for the State in Medical Servicesoffice or in other capacities to oversee and maintain ND MMIS are added to ND MMIS when they are added to the Active Directory MMIS group,causing the ID information to be updated through a synchronization process. These employees are provided access to the secured areas of North Dakota MMIS Web Portal based upon their roles and responsibilities.

General Log on Information

All users with the ability to log on to North Dakota MMIS Web Portal are provided a Single Sign On (SSO) access. After the initial logon session, the Role Based Access Control (RBAC) grants users access to applications based upon their role and access level. The applications themselves further delineate whether the user is allowed to update the content available within the application.

The retrieval of information is easily accessible, but protected by RBAC. Users are not allowed multiple sessions for the same logon ID. A user who attempts to log on to multiple sessions with the same logon ID is given a choice to either terminate the existing session or terminate the attempted session. The user is allowed to use multiple browsers using different user IDs.

User names need not be unique.

Users not in the State organization can change their own passwords or PINs at any time after they log on to North Dakota MMIS Web Portal. Members or organization-based users have the option to request a PIN/password reset when needed.

An organization-based user can belong to multiple organizations, but must have a different log on identifier for each of the organizations. This allows an organization-based user to access multiple organizations simultaneously on a single workstation.

User access to ND MMIS is systematically tracked and recorded to allow for full activity reporting.
