About Roles and Privileges

A role identifies job functions that a user performs. Privileges, such as searching, viewing, adding, editing, or deleting, are assigned to each role. The role and the role's privileges determine what functions a user accesses and performs on North Dakota MMIS Web Portal.

Privileges are an integral part of the application and are not configurable by the State. A request is required to change the privileges.

Users are assigned privileges based upon their job function or the role they fulfill. If the user performs more than one role, then the user is assigned both roles.

Each role has one or more privileges associated with it.

Some users have overlapping roles. For example, a Claims Exam Entry Specialist andCustomer Service Manager require (as one of their multiple roles) the ability to view provider information.

Roles are allowed to have overlapping privileges. For example, one user's role is to view a particular page, while another role requires the same user to view and edit the same page.

The role with view-only privilege is more restrictive than the role with view/edit privilege. When a user has a privilege that is less restrictive than another assigned role, the less restrictive privilege takes precedence.

Example

A user within an organization has a role with view-only access to a data element. A second role for the same user has view/edit access to the same data element. The less restrictive privilege (view/edit access) is given to the user for the data element.

Note: View-only is more restrictive than view/edit because it permits the user to do less with the information being accessed.
