The TPL Medicare Beneficiary Identifier (MBI) History page allows you to view and edit Member MBI history. The system stores the 6 most recent occurrences of member MBI history in descending order by the date the occurrence was added to the member’s record.
The Medicare Beneficiary Identifier (MBI) is system-generated identifier used by Centers for Medicare & Medicaid Services (CMS) to uniquely identify the beneficiary in the Medicare database. The MBI will replace the SSN-based Health Insurance Claim Number (HICN). The MBI is Protected Health Information (PHI) and needs to be protected as all PHI is under the HIPAA rules.
Member MBI History is received monthly from CMS through the Medicare Prescription Drug, Improvement, and Modernization Act (MMA) file exchange.
ND Health Enterprise Medicaid Management Information System (MMIS) uses the MBI if it is available for a member. If not available, the MMIS uses the member’s HICN. CMS has mandated that HICN or MBI may be used until the CMS mandated MBI Transition Period end date. After this date, providers and payers are required to use only the MBI for most information exchanges.
