The Rules Maintenance menu in Rules Management provides access to Blaze Advisor® business rules management system. Blaze Advisor was used by ND MMIS to develop a Rule Maintenance Application (RMA) to automate operational business decisions.
The rules are created by the business experts instead of the developers in the development environment since the business expert is more familiar with the day-to-day, operational requirements of ND MMIS. Business rules can include calculations, formulas, risk thresholds, operation or regulatory decisions used within the healthcare industry and by the ND MMIS application.
Business rules provide the ability to change how the business operates without changing the software written for the application.
Developers then can focus on the technical details required by ND MMIS. Thus when a rule needs to be updated, it can be done through the Rules Maintenance environment and tested before it is implemented in the production environment.
Besides the standard decision making aspects of RMA, it also includes templates revealing values or sets of values that can be edited through the RMA environment. This provides the business expert specific control over how the values are integrated into the decision entities. RMA contains a graphical user interface (GUI) to input or change the values and then stores the values in a separate repository called Instances. Thus as the ND MMIS application is running, the Instance values are used by the templates definitions to create functional decision entities that conform to the operational requirements set forth in the business rules.
The RMA is external to ND MMIS environment and is accessed by pointing to the Rules Management menu and clicking Rules Maintenance on the North Dakota MMIS Web Portal.
Note: Access to Rules Maintenance is limited to a few people that have access to the North Dakota MMIS Web Portal since business rules control the decision-making process for the entire ND MMIS application. All business rules are in display-only mode. Business rules, that require updating, are changed in the RMA development environment and tested prior to their implementation into ND MMIS.
